Policy Insights and Signals Reports scan the horizon in order to identify and analyse emerging trends and early signals for their potential to impact future policy directions in open access and open, social scholarship. This Insights and Signals Report is the third in a series that has focused on evolving discussions centered around artificial intelligence (AI), particularly generative AI (genAI) and large language models (LLMs), and the implications these may have for open access and open social scholarship. Items discussed in this report include an announcement from the Tri-Agency Presidents regarding an ad-hoc expert panel tasked with considering the use of genAI in the grant development and review process.

Le 25 août 2022, l’Office of Science and Technology Policy (OSTP) des États-Unis a publié un mémo intitulé Ensuring free, immediate, and equitable access to federally funded research et un communiqué de presse l’accompagnant. Ce mémo, appelé le mémo Nelson parce qu’il a été écrit par Alondra Nelson, en ce temps-là directrice par intérim de l’OSTP, présente les orientations politiques en matière d’accès public (libre accès) pour les agences fédérales américaines qui financent la recherche et le développement. Le rapport de l’OSTP Economic Landscape of Federal Public Access Policy, aussi publié en août 2022, examine les effets économiques potentiels du libre accès immédiat à la recherche financée par le gouvernement fédéral.

On August 25, 2022, the US Office of Science and Technology Policy (OSTP) released a memo called Ensuring Free, Immediate, and Equitable Access to Federally Funded Researchand an accompanying media release. This memo, dubbed the Nelson Memo after Alondra Nelson, then acting Director of the OSTP, outlines public access (open access, OA) policy guidance for US federal agencies that fund research and development. Also released in August 2022 was the OSTP report Economic Landscape of Federal Public Access Policy, which examines potential economic effects of making federally funded research open access upon publication.

En août 2021, UK Research and Innovation (UKRI) a publié une politique organisationnelle de libre accès qui s’applique aux publications financées par l’un de ses sept conseils de recherche, Research England et Innovate UK. Cette nouvelle politique est le résultat d’un processus de consultation qui a débuté en 2018, avec une version de politique pour consultation publié en février 2020 (voir « Examen et consultation de la politique de l’UKRI sur libre accès »).

In August 2021, UK Research and Innovation (UKRI) published an organizational open access policy that applies to publications supported by funding from any of its seven research councils, Research England, and Innovate UK. This new policy is the result of a consultation process that began in 2018, with a draft policy for consultation released in February 2020 (see “UKRI Open Access Policy Review and Consultation”).
