Open annotation is the ability to freely contribute to online, usually web-based, content, such as documents, images and video. Open annotation as a concept has been embraced predominantly by scholars in the Digital Humanities, a group that has a long history of online collaboration.

The 2018 federal budget, released on February 27, 2018, significantly benefits research in Canada. The budget includes $925 million over five years in funding that is committed to the Tri-council agencies: the Canadian Institutes of Health Research (CIHR), the Natural Sciences and Engineering Research Council (NSERC) and the Social Sciences and Humanities Research Council (SSHRC).

Le budget fédéral de 2018, publié le 27 février 2018, profitera grandement à la recherche au Canada. Some European countries are trying to make progress, but unfortunately, the solution they advocate often revolves around agreements like the big deal, publish & read, read and publish, etc. These countries want the national license to include free circulation of articles published by national authors.

In Europe, where publisher negotiations are often done at the national rather than the institutional level, universities are pushing for scholarly journals to become open access, in part due to the E.U.’s mandate to make all scientific articles freely available by 2020.
